Altitude definitely affects a motor's performance. You don't say whether your scoot is fuel injected or has a carburetor. If it fuel injected the computer should correct for the change in altitude....

Try spraying starter fluid though the air filter. If it starts, you have a fuel issue. I had an intermittent problem like that and it ended up being a fuel filter.
