Best scooter for a disabled person.

Long story short a buddy of mine in TN used to be a cafe racer. He had a non biking related medical issue that pretty much ruined his legs. He can walk with a cane and such and get about but would not be able to mount a anymore.

He rode 2-up with me recently and after the ride you could see in his eyes how much he missed riding. So what scoot would have little to no hump in the middle for him?

I know Vespa's generally have flat floorboards but I'm curious to know about other brands?

Anything to get him riding again.
