Doh! Taotao atm50-a1 stuck throttle.

Hey y'all,
I am hoping someone may be able to help me out.
I have a taotao atm50-a1. This morning my throttle decided to seize on me. I checked the carburetor and everything seems to be in order there, the saddle rocked fine and the cable is good.
Should I take it off the bars and open it up?
Is there anything inside that could jam it?

Now I feel silly. I guess the cable was just frozen, (24°f)

On that note, does anyone have any good ideas (other than heating it up) to prevent this from happening again?

Go get a can of wd-40 and try to squirt it in the handlebar end of the cable sleeve until you can see it dripping out the carb end. The wd in wd-40 stands for water displacement, what it was actually designed to do.
