What are these covers called?

I see a lot of scooters here in Paris with these covers. When the scoot is parked, they cover the floor and seat area. When riding the rider wears it like an apron. It looks like it might keep the feet and torso dry and warm. Looks like a good idea for those cold days. Anyone know what they are called and where they can be gotten in the states?

Those covers keep the rain showers off your seat and floor. Not a bad idea if you must leave your scoot outside at work or the park-n-ride all day. I forget what they are called. Scooterworks.com sells them.
