Tries firing but won't start

Hello, does anyone know what could be wrong with a 50cc scooter, when cranking it does try to fire sometimes, however its not enough for it to start. It has spark, carburetor cleaned, fuel and vacuum lines look ok and fuel gets to the carburetor.

Try blowing starter fluid into the carb to see if it runs. If it does there's still a blockage in the carb.
