Maybe it is really "666", you just can't see the other 6s. (Oh my!)
I have sold 72cc kits to thousands of people and not one has told me they were planning on telling the MVD of the change they made. I seriously doubt that the cops are going to checking to see if you are going 35 instead of 30. Unless of course you live in a town that still enforces and fines people for the "no spitting" laws enacted back in the 1800s.

the posted speed sign is supposed to be the max, not the minimum so run at 35 , believe me people will be passing ya and the cops will catch them
