Scooter Dumping fuel out of overflow??

I have 2 hyosung scooters that are dumping fuel out of the over flow tube. Cleaned the carbs, cause that would be a float sticking kind of issue? But! It is still dumping fuel out of the overflow... any ideas? Only happens when I crank it over.

If the float needle is worn it won't stop the fuel even if the float is working. Check to make sure it is a perfect little cone...

If the floats aren't sticking, I'd say it has to be the needle valve.
Did you try tapping on the bowl when this happens?

Got the fuel to stop pouring out of the overflow. Just has running issues now. Doesn't idle, acts like it's not getting fuel. If I cover 2/3 of the air intake it will kind of choke it and run ok.
