I ran into the same thing and had to go to the Redding, CA DMV for an manufacturer code asignment even tho its an Roketa California must have the manufacturer code. Took two days but after all the fun I now have my Roketa on the road. In fact here is my manufacturer code if it will help "SJMCL"
