I would think that the clutch is a logical place to start. If it got shrapnal from the belt lodged into it, it could be jamming up and stalling out the scoot. It can be a pain, but I think you have to get into it. Also, when you changed the belt, did you pull the variator and make sure that the rollers are still in place? Though I don't think a roller would cause the problem you describe..
