Question Happy to be here hoping for help

Hello all, found this forum and it seems to be loaded with information and people wiling to help. Glad i've found it. I'm working on a 2008 roketa amstar 150cc. Having some electric start issues. Tested the regulator and i'm getting the 4 12V across the top but the load to switch the relay is only 7 volts. (coming from break switch) break lights work and switch is functioning properly. Any ideas on what could be causing the voltage drop that is stopping the relay from sending power to the starter motor.

Also, When jumping the starter relay starter motor strains and doesn't start the bike. Bench tested it with a straight 12v and it worked fine.

the bike had been sitting for about a year before i got it. Going to work on draining the gas and oil and clean the carb. Was hoping to just get a start on it so i can see what else needs to be done.
