Depends on what kind of roads you take and how well you do mechanical work.
A Chinese scoot like Bentelli will save you some money if you can do basic troubleshooting. A Taiwanese scoot like Kymco will cost more, but will be very reliable. Read a lot of reviews on scooters on line to figure out which one is best for you. Some scoots carry a lot more cargo than others.

Just Gotta Scoot is the best website for reviews. He also does "best of" recommendations, from 50cc entry level and larger. Just keep in mind, if you buy something that you DO NOT plan on doing your own servicing, a good dealer is important. If your'e kinda handy and wanna do your own service work, a dealer is not that important.

Now, the best 50cc scooter I have ever owned was a Hyosung Sense, the 2 stroke model. Fast (46mph solid), roomy for 2 people, nice on-board storage and very reliable. Regret selling it. Runner-up is a Buddy 50cc.
