Ruckus clone - weird start up problems

My clone has been sitting in a climate controlled garage all winter and I put in a new battery as well. Turned it on and the turn signals are blinking all in sync. Never seen this happen before, anyone know what's up?

Oh also it won't start. The electric start wont work and after a few tries just gives out

Check for mices chewing up wires
