I'm also new to scooters, the last cycle I had was a Harley and that was 20 years ago. I also got a very used JMStar 2008 150cc but it seems to run good enough now, it keeps up with city traffic easily enough. I guess the scooter bug bit me. I had to clean the carburetor and adjust the valves on mine and a few other things. Check the "choke" or cold fuel enrichment and make sure it's shutting down like it should and the petcock also also the fuel filter, they clog up fast if the tank was rusty or dirty. Make sure the tank is venting properly for make up air. I'm 68 years old and I've hit 50mph on the scooter, at my age and the condition of the roads around here, that's fast enough for me on a scooter. My project now is to get the scooter to keep starting as winter comes and the temperature drops. Not that I intend to ride it when it's very cold but more to see how well this cold enrichment device works.
