I'm not technical savvy so I need help. Here's a video link to what's happening.

First I say it in the video it sounds like a dead battery but it reads 11.6 to 10.8 after trying to start the bike. I threw it on the charger and after a few minutes it was reading 12.6 and going up so I left on for a few more minutes still same issue, I had clicking from the starter solenoid and tested that while trying to start. It dropped to 4 or so. Replaced that new one doesn't click just this issue now.
I don't know what else to test.
