disconnect the battery, take it in the house, warm it to room temp, then check voltage.

if shows less than around 12 to 12.5Vdc, then charge it with a trickle charger for a few hours. If you don't own a trickle charger you can make one from any power supply like an old LAN router, so long as its output is 12Vdc and at least 300mA, if 500mA or more that is better.

then reinstall the battery and retest the starting - before you dispose of the old battery charge and test it as well
