It seems pretty common on scooters to have a small maintainance charger or to fully charge the battery up every week or so. My 250 mc-79 runs well, but doesn't seem to ever fully recover during normal use. Of course I also have an alarm module on it, so often there is current draw when the scooter is parked. Sorry to say, but clerks at parts stores used to be at least familiar with the things they sell. Now days, raisins or radiators, it's just something they sell, and if it's not in the book, they haven't got a clue.
