A rev limiter is controlled by the CDI.
Usually if the revs are limited, it'll not pass a certain RPM.
You can have hard engine RPM increase, but the engine won't rev beyond 5k RPM (or something), meaning instead of taking forever to climb in RPM's, it'll kind of reach peak RPM (at least 2500RPM below normal max revs) quite fast...
