got it started via kick start but lights started...

got it started via kick start but lights started blinking and cut off completely.

so water got in my ignition. now my jonway 49 - 50 cc scooter is not getting power at all. i turn the key on to start and nothing not even turning over. bad ignition? its not the plug we just changed...
