there is a fuel bowl drain that is a rubber line...

there is a fuel bowl drain that is a rubber line with a spring cover going down beside the engine. it has a screw going straight up that tends to fall out. Pull the rubber line off at the bottom...

I am not an expert on this, but if it was mine I would run extra ground wire between the battery, engine and frame. clean off all paint to get a good connection. It sounds like an over voltage...
