Since no one had any ideas I kept digging and got lucky. It is a lot harder finding a problem when the item that is faulty has not completely failed. The spark plug was sparking when I checked it...

Alright...I have a 2009 Piaggio BV250 (5300 miles) I recieved this from a friend about two weeks ago. It has been setting in a garage for 1 years unstarted, It is fuel injection.
I brought it home...
