I'm such an idiot. I didn't read all the way up. Yes, .028 inch is where I set my spark plugs. With CDI ignition just being close to that is good enough.

The valves work best if the intake is set at .004 inch on the intake (0.1016 mm.) and .005 inch (0.127 mm.) on the exhaust. Originally everybody went with .004 for both but experience taught that...

I gather by those specs it's a 50cc scooter. Those metric numbers translate to .003 inch. The clearance is the same for the intake and exhaust. If it was a 150cc engine it would be .004 intake, .005...
