2007 Aprilia Mojito 150 Issues/Won't Start (Help Please)

I inherited an 2007 Mojito 150 with 900 miles on it. The problem is that it wont start. I put a new battery and spark plug in and confirmed a good spark was present. I had to replace a couple of hoses also. I took out the new spark plug and could smell gas on it. The only thing I haven't done is drained the gas tank as I know it has some old gas in it. I did add some seafoam but to no luck. I am at a lost on what to try next. Any help would be greatly appreciated.

I would definitely drain the gas and put in fresh gas. If it has spark and compression you should be able to prime the engine with a bit of starter spray. If it starts but doesn't run then you'll have to check out the fuel system.
