new never started since crate. plug out (adjusting valves) flywheel cover off, turn flywheel and feels like a natural magnet electric motor. set it to top dead center and release and it jumps forward or backward. i backed the rocker arms all the way off and removed clutch belt and same thing. is this normal? any ideas?

would a bent crankshaft do this?

That is normal.
To negate this you can loosen/remove the timing chain adjuster.
However it is not necessary to do this.

What I would suggest (just to be sure) is to remove the spark plug, and verify that you are actually at TDC on the piston when your cam marks are aligned.
May just be that one of the fellas at the factory was fighting with his boyfriend, came in to work drunk, and thought he'd have some fun with the scooters.

Just verify TDC, and you're good to go.

Another tip to double check the adjustments is to spin the crank thru its stroke, and verify each valve indivualy at full close.

Thanks, D, but during this time that i could feel this, the plug was out, the rocker arms backed off and the drive belt was removed. since posting this, I took it down to the block, removing the head and cylinder. as I held the piston between my fingers to keep it off the block turning the flywheel had the same feeling. it felt like it was a cam on something. if you let go at the middle of one of the tight spots it would jump forward or back. could not find a reason for it. decided to put it all together and fire her up. she runs and idles smooth! dont know what to make of this!! run til she breaks I guess and then I will know!!

That "tight spot" is most likely the magnets on the flywheel grabbing at the stator poles.
Of course you are there, and I am here but as long as it's running, and there are no awkward clunks or clanks.

I'd say live, and let live... for now.
