JB Weld is your friend. You can epoxy most everything on these scooters. If you need reinforcing add a thin washer at the area with the epoxy.

I bought one of these inexpensive plastic welders from Harbor Freight.

http://www.harborfreight.com/80-watt-iron-plastic-welding-kit-60662.html

The kit comes with some stainless steel mesh. I found that I could use the hot tip of the welder to embed the mesh into the plastic from the back side. The steel acts as an extension of the welding tip and gets so hot that it just flows right into the plastic.

I tack weld a few places to hold the plastic pieces together while I embed the stainless steel. I then use the triangular tip to sort of brush the plastic over the mesh so you can't see the mesh at all.

Unlike glues and epoxies, with the steel mesh, it is stronger than the original plastic and you are done in a few minutes.
