So I got a "freebie" scoot from a friend that just let it sit around. Its only got about 330 miles on it. Its a Panterra Freedom. Apparently this was sold via Pep Boys, but its a GY6 QMB139 chinese scoot like most the others I've found around here.
I've made some modifications, such as a new CDI, new coil, new spark plug, new brake switch (foot pedal), new torque springs, new rollers, new clutch springs, new belt, new petcock valve, big bore kit and new carb. Whew, that was a lot of stuff over the past year.
Here's the problem, I'm a NOOB to scooters, and I believe I am plumbing the carb incorrectly.
I have 3 inlets/ports off this carb. I just am not sure how I would plumb vacuum and fuel. I feel like I've tried everything (although I know something is off).
I've numbered the ports on the pic of the carb, so if a great tech could help me identify I would be eternally grateful!

I think it does. It appears that my carb has both a drain line & an overflow line then...

That's not an overflow, that's the atmosphere vent for the decelerator slide. If fuel comes out of there, you have a jammed open float.
