changed the cdi the battery is brand new and the starter motor is new. what else could it be????? :shrug:

Check your battery connections where they connect to the wire.
Check your engine to frame ground.
New batteries aren't always fully charged.

battery is good checked it with a voltage meter and all the connections are good

It sure does not seem like you have the full battery voltage on the starter, some where there has to be resistance between the battery and the starter motor. Bad ground, bad connection, partialy broken wire under the insulation/ Even the solenoid can have high resistance in its contact points./ could try jumping the two large connectors on the solenoid with a pliers to see if then the motor turns over at the correct speed.

Make sure you get the same voltage reading at the solenoid and starter connections as you do at the battery. Must be 12volts or better.

You have to check the battery voltage under load. A fully charged battery should 12.8 volts when charged and only drop down to 11.5 when cranking. A bad battery can show over 12 volts when not under load and drop to almost nothing when cranking.

battery is fine it reads 12.7 and the reading at the solinoid is the same. could it be a problem with compression. is that why its not turning over?

pull the spark plug and see how easy it turns
